Summary of Results

Preliminary results

The formal regulations for EIAs are made stricter, and the threshold for when a plan is required is lowered, in force from January 1, 2015. The regulations have several rules to assure that the accumulated consequences of encroachments in a reindeer herding district need to be evaluated, not only the new plan seen in isolation.  

An enquete sent to all reindeer herding districts in Norway indicate that reindeer herders tend to not be satisfied with the weight put on prior ecroachments. The majority of the respondents hold that the rules seem to be only a vehicle get development plans apporoved.

An international article using Sámi traditional knowledge in environmental impact analysis and assessments (EIA) is under preparation. Here, the relationships between reindeer herding encroachment, landscape/season, and traditional knowledge will be assessed using cases from development of wind power plants, mines etc.  in Sweden and Norway. Cooperation between the researchers and reindeer herders from Sweden and Norway:

Planned

An international article based on the oral presentation "Industrial Encroachments and Dispossession of Indigenous Lands. Impact Analyses for Whom?"

An international article discussing the implications of mining in reindeer herding areas. Cases will include Biedjuvaggi, Repparfjord (Nussir), Syd-Varanger and Kiruna based on interviews with reindeer herders and assessments of impacts.

Budget in accordance to results

The published results are only a part of the material collected in the project. The case studies take much time and the material also need to be extended by interviews. There is a need of more time for further analysis and publication.
